It has been bugging me for about a week and I think I discovered the reason why I get the horizontal scroll in IE6/Win. To me it looks like a bug. For your convenience I created a page where you can toggle between the page that has the horizontal scroll and the page that hasn't. Notice the difference?

Add scrolling="yes" to the frame tag in the frameset, horizontal scroll will disapear.

It is still strange that declaring http://www.w3.org/TR/1999/REC-html401-1.../loose.dtd makes such a difference, isn't it?

Doesn't make sense at all, but you never know what's really going on behind the scene.
You should check this:

The most interesting feature of ie6 is event onmousewheel, just imagine scrolling a page horizontally :-)
And yeah,
"The image toolbar can be disabled either through a meta tag, or by setting the attribute GALLERYIMG="no" to an IMG tag element."

"imagetoolbar" shouldn't really be turned on by default, and it shouldn't really require restart when turned off. It is really annoying.
