That is done via mod_rewrite:
http://httpd.apache.org/docs/mod/mod_rewrite.html
You have to edit your httpd.conf or .htaccess file. The latter was a solution for me, because I don't have access to the configuration file.
Here is the excerpt that would answer your question:
RewriteEngine On
RewriteRule ^comments/([0-9]+) comments.php?id=$1
RewriteRule ^comments comments.php

Hm, it does redirect /comment/1/ to ?bla=comment&id=1 but URL changes as well. Any way to make address bar show "/comment/1/" ?
